# Capybara City Transport Master Plan 2026–2030

## "Moving Capybara Forward" — A 5-Year Vision

**Prepared by:** Ministry of Transport, Capybara City
**Approved by:** YB Mayor Encik Capybara bin Sungai
**Date:** January 2026
**Classification:** Public Document

---

## Executive Summary

Capybara City's public transport system serves 2 million residents across 5 zones. Despite growing ridership (+12% over 3 years), citizen satisfaction remains low at 58% — primarily due to delays, overcrowding, and inadequate route coverage.

This Master Plan outlines a RM 250 million investment over 5 years to transform our public transport into a world-class system that is reliable, accessible, and sustainable.

**Key Targets by 2030:**
- Citizen satisfaction: 58% → 85%
- Average bus delay: 12 min → 5 min
- Route coverage: 65% of population within 500m of bus stop → 90%
- Daily ridership: 45,000 → 80,000
- Carbon emissions: -30% vs 2025 baseline
